A conference on “Hybrid Threats and Disinformation: The Role of Civil Society in the Armenian Elections” was held at the European Parliament, organized by the EPP Group in the European Parliament, represented by MEP Miriam Lexmann, the Eastern Partnership Civil Society Forum, represented by its Secretariat, and the German Marshall Fund of the United States.
As Armenia approaches the parliamentary elections on June 7, 2026, this timely discussion brought together civil society representatives and policymakers to discuss the growing impact of hybrid threats, including disinformation and digital manipulation, on democratic processes.
The conference was attended by members of the European Parliament Miriam Lexman, Andrei Kovachev, strategic communications expert of the European External Action Service East Stratcom working group Jan Latal, Doctor of Philosophy, researcher at the Institute of Diplomacy and International Affairs, Loughborough University, London Dorina Baltag, co-chair of the EU-Armenia Civil Society Platform, President of the Europe in Law Association Lusine Hakobyan, director of the Union of Informed Citizens NGO Daniel Ioannisyan.
The discussion was moderated by Etienne Soulay, representative of the German Marshall Fund of the United States, and the conference was concluded with a closing remarks by Hovsep Khurshudyan, president of the “Free Citizen” Civic Initiatives Support Center, member of the Steering Committee of the Eastern Partnership Civil Society Forum.
The conference emphasized the important role of civil society in strengthening democratic resilience and maintaining electoral integrity in Armenia and the entire Eastern Partnership region.
