Within the framework of the “Support to the Institutional Reforms of the Constitutional Court: Second Phase” program, a workshop entitled “The Role of State Authorities and Civil Society in the Implementation of Constitutional Court Decisions” was held in Tsaghkadzor on January 17-18.
The event was opened by the President of the Constitutional Court of the Republic of Armenia, Arman Dilanyan, the President of the Court of Cassation of the Republic of Armenia, Lilit Tadevosyan, the Minister of Justice of the Republic of Armenia, Srbuhi Galyan, the Chairman of the Standing Committee on State and Legal Affairs of the National Assembly of the Republic of Armeni, a Vladimir Vardanyan, the Ambassador of the Kingdom of the Netherlands to Armenia Marike Monroy-Winter, and the President of the “Europe of Law Union” NGO Lusine Hakobyan.
On the first day of the workshop, a number of key topics were discussed, in particular, “The place and role of the Constitutional Court’s legal positions in the RA legal system, their legal and political significance and their implementation by the legislative and executive bodies”, during which speeches were made by the Deputy Chairman of the Constitutional Court of the RA Edgar Shatiryan, the Minister of Justice of the RA Srbuhi Galyan, the Chairman of the Standing Committee on State and Legal Affairs of the RA National Assembly Vladimir Vardanyan, the Chairman of the “Helsinki Citizens’ Assembly Vanadzor Office” NGO Artur Sakunts, the Senior Legal Advisor of the “Europe of Law Union” NGO Tigran Yegoryan, the Judge of the Constitutional Court of the RA Artak Zeynalyan, the Chairman of the Standing Committee on Defense and Security of the RA NA Andranik Kocharyan, the President of the Armenian Institute for International and Security Affairs Styopa Safaryan, the “Legal Positions of the Constitutional Court on the Implementation of its and the ECHR’s Decisions, the Constitutional Court and On the topic of “Implementation of ECHR decisions by the judicial authorities of the Republic of Armenia”: Judge of the Constitutional Court of the Republic of Armenia David Khachaturyan, President of the Court of Cassation of the Republic of Armenia Lilit Tadevosyan, Judge of the Anti-Corruption Chamber of the Court of Cassation of the Republic of Armenia Gevorg Gyozalyan, President of the “Free Citizen” NGO Hovsep Khurshudyan. The latter presented the process of implementing ECHR rulings in Armenia, using the example of his case won at the ECHR, as well as the process of raising awareness and coverage of the implementation of ECHR and Constitutional Court decisions by civil society and the media.
On the second day of the workshop, speeches were made by Judge of the Constitutional Court of the Republic of Armenia Seda Safaryan, President of the Confederation of Trade Unions of Armenia Elen Manaseryan, President of the Vanadzor Office of the Helsinki Citizens’ Assembly NGO Artur Sakunts, Judge of the Constitutional Court of the Republic of Armenia Artak Zeynalyan, Acting Chairman of the Standing Committee on Human Rights Protection and Public Affairs of the National Assembly of the Republic of Armenia Rustam Bakoyan, Member of the Supreme Judicial Council of the Republic of Armenia Karen Tumanyan, President of the Armenian Institute for International and Security Affairs Styopa Safaryan, and Senior Legal Advisor of the Europe of Law Union NGO Tigran Yegoryan.
The workshop was attended by representatives of the legislative, executive, and judicial branches, as well as members of civil society. Although the main focus of the meeting was the implementation of the Constitutional Court’s decisions, the participants also discussed a broader range of issues related to the judiciary.
The first phase of the “Support to Institutional Reforms of the Constitutional Court” project, launched in May 2023, lasted 18 months. The second phase of the project launched in February 2025.
The project is implemented with the financial support of the Embassy of the Kingdom of the Netherlands in the Republic of Armenia through the “Union of Europe of Law” NGO.
The project aims to promote the institutional reforms underway at the Constitutional Court, improve the High Court’s internal procedures, and increase public accountability.
